The trend towards localization and import substitution in the domestic defense industry has led to an increase in the share of Ukrainian production in weapons to 30%.

This is stated in the study "Results of the Activity and Development of Ukraine's Defense Industry in 2024. Prospects and Further Steps for the Future," conducted by the Ukrainian Armament Manufacturers Council and the Ukrainian Institute for the Future, which is available to Ukrinform.

According to the published data, by the end of 2024, the share of Ukrainian-made weapons in the Armed Forces of Ukraine (AFU) reached 30%. In particular, more than 2.5 million artillery and mortar shells (calibers from 60 to 155 mm) were produced domestically, mass production of long-range drones, cruise missiles, and drone missiles began. The production of the Bohdana self-propelled artillery system reached a level of 10 units per month. Mass production of domestic drones of various types – FPV drones, reconnaissance, strike, and long-range UAVs – was launched. The production of the Neptun missile version was developed and established.

As noted by the Executive Director of the Council Ihor Fedirko in some segments, the percentage of domestic production is significantly higher. For example, last year, drones produced in Ukraine accounted for 96.2% of all UAVs used by the Defense Forces.

According to analysts' calculations, over 1,000 new types of weapons and military equipment were put into operation, half of which are of Ukrainian production. In January 2025 alone, the Ministry of Defense codified and approved for use approximately 130 new types of weapons and military equipment, with about 100 of them being produced by Ukrainian manufacturers. Among the codified samples since the beginning of 2025, the largest share consists of unmanned aerial systems – almost 40 models.

Compared to 2023, the production capacity of the domestic defense industry has increased sixfold. The total volume of weapon production in 2024 reached $10 billion, while in 2022 it amounted to $1 billion and in 2023 – $3 billion.

The growth potential in the plans for 2025 is expected to reach $30-35 billion, three times the level of 2024. In particular, the domestic defense industry is preparing to produce 30,000 long-range drones, 3,000 cruise missiles, and drone missiles.

As reported, private defense manufacturers created the Ukrainian Armament Manufacturers Council, a platform designed to establish effective interaction between business and government structures.
