Ukraine to inform ICC about 735 civilians killed and 1,835 wounded in Donetsk region since 2014

As a result of enemy shelling since 2014, 735 civilians have been killed and 1,835 civilians have been wounded in Donetsk region.

The Prosecutor General’s Office prepared an information report to the International Criminal Court (ICC) regarding the shelling of civilian objects in Donetsk region by illegal armed formations of the Russian Federation.

"Head of the Donetsk Regional Prosecutor's Office signed an information report to the Office of the Prosecutor of the International Criminal Court regarding serious violations of international humanitarian law during the armed conflict in the region," the Prosecutor General’s Office informs.

The appeal, prepared by the prosecutor's office in cooperation with the Luhansk Regional Human Rights Center "Alternative", contains information about numerous facts of indiscriminate hostilities by representatives of illegal armed formations of the Russian Federation.

"As a result of military aggression, critical civilian infrastructure has been damaged. In particular, this applies to artillery shelling of electricity supply facilities, water mains, hydraulic structures and health care facilities prohibited by the 1949 Geneva Convention. There are 42 cases of indiscriminate shelling of the towns of Avdiivka, Lyman, Slovyansk, Vuhlehirsk, and Yasynuvate and Marinka districts of Donetsk region with a total population of over 200,000 citizens," the prosecutor's office noted.

Since 2014, more than 3,500 damaged and destroyed infrastructure facilities of Donetsk region have been documented. Almost 3,000 persons have been identified as victims. More than 90% of them are individuals.

"Evidence has been received of 735 civilians killed and 1,835 civilians wounded as a result of enemy shelling," the prosecutor's office emphasized.

In total, the law enforcement agencies of the region have information about 3,969 cases of damage and destruction of residential buildings, industrial buildings and other civilian objects. In addition, a register of victims of the armed conflict is kept, which makes it possible to determine the number of victims, the amount of damage and provide an appropriate legal assessment of the actions of representatives of the occupation administrations of the Russian Federation.

On March 17, the Ukrainian delegation reported during a meeting of the OSCE Forum for Security Co-operation that the Russian armed formations in Donbas committed 882 ceasefire violations, killing 16 Ukrainian service members and wounding another 69 soldiers since July 27, 2020, when a new "ceasefire" had come into force.
