Authorities open criminal proceedings in Kyiv over alleged official negligence by police during terrorist attack
According to Ukrinform, Prosecutor General Ruslan Kravchenko announced this on Telegram.
The legal classification of the criminal offense is Part 3 of Article 367 of the Criminal Code of Ukraine (official negligence causing grave consequences).
"All actions of law enforcement officers at the moment of a critical threat to citizens' lives, including the episode involving leaving a minor child in danger and the failure to promptly stop the attacker, will receive an appropriate legal assessment," Kravchenko said.
The group of prosecutors in the case is headed by the Kyiv city prosecutor. The pre-trial investigation is being conducted by the State Bureau of Investigation.
"We guarantee that the investigation will be carried out objectively and impartially. Society will receive answers, and those responsible will face lawful punishment. Justice will be ensured," Kravchenko added.
He also refuted information about the death of the wounded boy’s mother: "Regarding the deceased mother of the injured boy, I must correct the mistake — it was not the boy’s mother who died in the hospital, but her sister."
As Ukrinform reported, on April 18 in the Holosiivskyi district of Kyiv, an unidentified person opened fire on people.
He then took hostages in a store and fired at police during his detention. Negotiators attempted to establish contact with him. Ultimately, he was neutralized.
As a result of the shooting, six people were killed and 14 others were injured.
According to Kyiv Mayor Vitali Klitschko, eight people injured in the shooting in the Holosiivskyi district on Saturday, April 18, remain hospitalized in the capital’s medical facilities.
Minister of Internal Affairs Ihor Klymenko instructed the head of the National Police of Ukraine, Ivan Vyhivskyi, to conduct an internal investigation into the actions of police officers during the terrorist attack in Kyiv and to provide all information to the State Bureau of Investigation.
Earlier, a video appeared on social media allegedly showing police officers fleeing from gunfire at the scene.
