Russia to be able to prosecute 14-year-olds for sabotage

The State Duma of the Russian Federation has passed a bill lowering the age of criminal liability under several criminal articles from 16 to 14.

According to Ukrinform, this was reported by Mediazona.

It is noted that 14-year-olds can now be prosecuted under all “sabotage-related articles”: committing sabotage, assisting sabotage activities, undergoing training, organizing a sabotage group, and participating in such a group.

Regarding “terrorism-related articles,” Russian lawmakers decided to lower the age of liability for charges involving assistance to terrorism, including its financing, as well as cases concerning participation in terrorist groups and organizations.

It is reported that the amendments adopted by the State Duma will abolish statutes of limitations and prohibit courts from imposing sentences below the minimum prescribed for all sabotage-related articles. They will also complicate early supervised release for those convicted and bar the courts from issuing suspended sentences to individuals convicted of participation in “sabotage groups.”

In addition, the amendments provide for penalties of up to life imprisonment for charges of “inciting minors to engage in sabotage activities” and “involving them in terrorist activities.”

Attention is drawn to the fact that sabotage-related articles are often used to investigate criminal cases concerning arson attacks on railway infrastructure, including by minors acting under the influence of telephone and online fraudsters, Mediazona writes.

As reported by Ukrinform, Russian leader Vladimir Putin has signed a law introducing year-round military conscription in the country.
