In Hrabovske, Sumy region, Russians kill two people trying to evacuate

Near the village of Hrabovske in the Sumy region, the Russian army deliberately attacked with FPV drones and killed two people who were trying to evacuate from the occupied territory.

According to Ukrinform, the 14th Army Corps reported this on Telegram.

Two civilians, a man and a woman, were trying to leave the territory captured by the Russians on their own to evacuate to a safe place. Their route was known to Ukrainian military personnel who were coordinating the evacuation.

Russian FPV drone operators deliberately and purposefully attacked unarmed civilians. The first strike hit the woman, killing her instantly. The second strike hit the wounded man who was next to the body of the deceased.

This incident was recorded by the Ukrainian Defense Forces' objective monitoring equipment. The video shows that there were no military objects or personnel in the strike zone, and that the victims were clearly civilians (no military uniforms, slow movement, use of sleds for transportation).

The actions of Russian military personnel bear all the hallmarks of deliberate killing of civilians, which is a gross violation of:

Article 8(2)(b)(i) of the Rome Statute of the International Criminal Court (intentionally directing attacks against the civilian population as such or against individual civilians not taking direct part in hostilities);

Article 51(2) of Protocol Additional to the Geneva Conventions (prohibition of attacks on the civilian population);

Article 8(2)(b)(iv) (intentional attacks causing excessive loss of civilian life in comparison with the expected military advantage).

This case is not an isolated one. The systematic use of FPV drones and other means of attack against civilians attempting to leave Russian-occupied territories became part of Russian tactics in the Sumy sector in 2025–2026.

The military called on international organizations, in particular the Office of the Prosecutor of the International Criminal Court; the UN Human Rights Monitoring Mission in Ukraine; the European Court of Human Rights; and the states parties to the Geneva Conventions to record this war crime, conduct an urgent investigation, and bring those responsible to justice.

There is no military justification for such actions, which are part of a policy of intimidation, forced detention of the civilian population in the occupied territories, and the creation of a humanitarian disaster.

Ukraine will continue to document each such crime and seek punishment for those responsible—both the direct perpetrators and those who gave orders or created the conditions for their commission.

As reported by Ukrinform, according to the Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets, Russian military personnel probably killed seven civilians in Pokrovsk who were hiding in the basement of a residential building.
