“Under the procedural guidance of the Kherson Regional Prosecutor's Office, a pre-trial investigation has been launched into the commission of war crimes,” the statement said.
According to the investigation, on January 21, 2026, the enemy shelled settlements in the Kherson region with artillery, mortars, MLRS, and various types of drones.
As of 5:30 p.m., it is known that one person died and another was injured as a result of Russian aggression. In particular, at around 12:00 p.m., a 52-year-old woman was seriously injured as a result of artillery shelling in Kherson. She was taken to the hospital, but her injuries proved fatal. In the morning, a 59-year-old local resident was wounded in the regional center by an explosion of a shell dropped by the invaders from a UAV.
Private and multi-story houses and a store were damaged.
According to the Kherson Regional Military Administration, on January 21, Russian troops continued to attack Kherson with drones. Another Molniia struck a high-rise building in the Central District, damaging at least one apartment and breaking windows in neighboring apartments. No information about injuries has been received.
Later, the MBA reported another Molniia UAV attempting to attack an apartment building in the Central district. This attempt was unsuccessful — the drone fell on the territory adjacent to the building. The balcony windows were damaged. No one was injured.
The Kherson Regional Military Administration also reported that on January 21, a man was taken to the hospital after being attacked by Russians from a drone on the morning of January 16 in the Dnipro district of Kherson. As a result of the enemy strike, the 64-year-old Kherson resident suffered explosive trauma and shrapnel wounds to his legs. The victim was hospitalized.
