Palisa, Hnatov discuss new parameters for personnel distribution among combat brigades

"We are working on new principles for distributing personnel among combat brigades – this is exactly what the president spoke about, and what truly needs to be changed," Palisa said.
He stressed that the goal is simple and clear: every combat brigade must receive a predictable number of recruits.
According to Palisa, each service member must be assigned directly to the unit where they will serve.
"They must know from day one: this is my unit, my commander, my team. This is where I train, where cohesion is built, and with these very people I will carry out missions," he said.
He noted that many brigades already have their own training capabilities – instructors and facilities – and they should be reinforced so they can receive personnel in a timely manner and train them effectively.
Where such capabilities do not yet exist, they must be created. This is not an easy task, Palisa said, but there is no alternative if the goal is to ensure that each soldier is trained for the specific equipment, tactics, and conditions of their own brigade. However, this does not mean that training centers will disappear.
There will be a transition period. The need for this decision has been evident for a long time. Commanders have been consistently raising this issue, and they must be heard.
"Over the past weeks, I have had many conversations with brigade and corps commanders. They are also offering their own proposals on how exactly this can be implemented. Everyone wants the same thing: a fair, transparent, and predictable distribution system that enables planning for training and rotations – instead of living in chaos and ad-hoc decisions," Palisa said.
Palisa and Hnatov will hold a joint meeting this week to agree on numbers, mechanisms, and implementation stages. At the next Supreme Commander-in-Chief's Staff meeting, proposals will be submitted to the head of state – and most importantly, Palisa noted, the solution must truly work and support those who are currently on the front line, as well as those who will join the ranks tomorrow.
Ukrainian President Volodymyr Zelensky said on November 29 that work was underway to finalize the details of a new personnel distribution model for combat brigades.
