Ukraine and Italy sign declaration on Cyber Capacity Building

On Thursday, Ukraine’s Minister of Foreign Affairs, Andrii Sybiha, met with the Deputy Prime Minister and Minister of Foreign Affairs of Italy, Antonio Tajani, in Rome. The two sides signed a declaration on implementing initiatives to strengthen Ukraine’s cyber capacity, aimed at supporting the national digital infrastructure.

As reported by Ukrinform, Sybiha announced the development on the social media platform X.

At the meeting with Tajani, Sybiha expressed gratitude to Italy for hosting this year’s Ukraine Recovery Conference (URC2025) in Rome.

“URC 2025 is more than just a conference—it is a roadmap for transformation. Italy shows what true partnership means: going beyond infrastructure to rebuild institutions, human capital, and peace,” the Minister wrote.

He also noted his deep appreciation for Italy’s steadfast and practical support of Ukraine in resisting Russia’s full-scale aggression.

“We discussed ways to advance our bilateral cooperation. We also signed a declaration of intent to pursue an array of long-term Cyber Capacity Building initiatives, supporting Ukraine’s national digital infrastructure,” Sybiha stated.

In addition, he thanked Italy’s Ministry of Foreign Affairs for allocating €1 million to projects under the Tallinn Mechanism, noting that this step builds on the Ukraine-Italy security cooperation agreement extending through 2024.

“We are deeply grateful to our Italian partners for all the support and joint efforts to strengthen Europe and the transatlantic security,” Sybiha added.

As Ukrinform previously reported, Ukraine and Switzerland have also signed a new bilateral agreement on long-term cooperation to support Ukraine’s recovery.
