Ukraine submits updated version of peace plan to U.S. — Zelensky

Ukraine has submitted a revised peace plan to the United States, but it is not yet final.

President Volodymyr Zelensky stated this during a press conference, according to an Ukrinform correspondent.

Zelensky said that the version given yesterday to the American team represented Ukraine's vision, but it also contained European matters and therefore reflected a European vision as well.

He noted that it was not a final plan, but rather a response to what Ukraine had previously received. He added that the initial plan had been revised, decreasing from 28 points to 20, and that the plan continued to be refined and edited as part of an ongoing process.

He stressed that the plan was not a single document but a set of documents. Many of these documents had not yet been finalized, as they depended on the form in which the basic 20-point plan would ultimately be adopted.

Zelensky explained that the plan included areas such as the postwar economy and reconstruction, security guarantees, and other issues that were outlined in the basic document. These points would later require further detail in separate documents. He said that the 20 points formed the foundation, or the framework, on which a corresponding number of documents would be developed.

He noted that there were still open questions regarding several positions, especially those concerning territory.

Zelensky stated that Ukraine was grateful that the United States was working with Ukraine and trying to find a middle ground. He said that the two sides were in constant contact, but it remained difficult to predict how the final documents would look.

According to him, Russia wanted the whole of Donbas, which Ukraine could not accept, and the Americans were trying to find a solution. He added that the United States had discussed the idea of what they called a free economic zone, whereas Russia used the term demilitarized zone.

As reported earlier, on December 8 negotiations took place at the residence of UK Prime Minister Keir Starmer with the participation of President Volodymyr Zelensky, French President Emmanuel Macron, and German Chancellor Friedrich Merz. The main topic of the talks was diplomatic efforts focused on the US-proposed peace plan and potential stumbling blocks. Security guarantees for Ukraine were among the priorities on the agenda.
