Zelensky approves new structure for Ukraine's defense plan

Ukrainian President Volodymyr Zelensky has approved a new structure for Ukraine's defense plan.

According to Ukrinform, the decree to that effect, No. 96/2026, has been published on the president's website. The structure of the defense plan was designated as "for official use only."

Presidential Decree No. 61/2020 of March 3, 2020, "On the Structure of Ukraine's Defense Plan," as well as two documents marked "for official use only," were declared invalid.

The Cabinet of Ministers was instructed, in accordance with the established procedure, to ensure, with the participation of the Security Service of Ukraine, the Foreign Intelligence Service, and the National Bank of Ukraine, the development of Ukraine's defense plan in line with the structure approved by Decree No. 96/2026 and to submit it for consideration by the National Security and Defense Council.

The decree enters into force on the day of its publication.

In January 2026, the Verkhovna Rada adopted laws extending martial law and general mobilization for another three months.
