EU, IMF top list of international organizations Ukrainians trust most

Among international organizations, Ukrainians place the greatest trust in the European Union and the International Monetary Fund, according to a survey conducted by the Rating Group, presented jointly with the EU Advisory Mission in Ukraine.

Specifically, 63% of respondents expressed trust in the European Union (18% fully trust, 45% somewhat trust), while 58% trusted the International Monetary Fund (16% fully trust, 42% somewhat trust).

Ukrainians expressed the least trust in the UN and the OSCE, with 40% and 37% of respondents respectively indicating confidence in these organizations. Notably, the United Nations topped the distrust ranking, with 56% of respondents reporting little or no trust.

Respondents considered the EU's most effective support to be in the areas of strategic communications and consultations regarding EU membership, at 55% and 49% respectively. Assistance in fighting corruption was seen as least effective, with only 34% rating it positively and 62% viewing it as ineffective.

At the same time, 68% of respondents believe Ukraine will be able to implement the necessary reforms to join the EU. Some 31% expect Ukraine could become an EU member in 5-10 years, while 25% foresee accession within the next five years. Analysts note a trend toward more cautious expectations, as in 2022, 61% of survey participants believed Ukraine would join the EU within 1-2 years.

The main perceived benefits of EU membership included financial support, cooperation in security and defense, anti-corruption efforts, security guarantees, and economic collaboration. Half of respondents (50%) believe the EU is interested in Ukraine joining, while 48% disagreed.

The survey was conducted by the Rating Group across Ukraine (excluding temporarily occupied territories) from July 31 to August 5, 2025, using CATI (computer-assisted telephone interviews) based on a random sample of mobile numbers. A total of 2,000 residents aged 18 and older were interviewed. The margin of error with a 95% confidence level does not exceed 2.2%.
