Zelensky: Three more countries contribute about EUR 400M to PURL

During a meeting in Cyprus, three countries provided around EUR 350–400 million under the PURL program. At the same time, the first tranche of a EUR 90 billion loan will go toward domestic weapons production and protecting the energy system ahead of the winter period.

The President of Ukraine Volodymyr Zelensky stated this during a joint press conference with President of Moldova Maia Sandu, an Ukrinform correspondent reports.

"First of all, about the PURL program and the decisions made in Cyprus. We are grateful to all the countries that support this program until Europe and Ukraine produce their own anti-ballistic systems. But we are on the path to this," Zelensky noted.

According to him, the total amount of new funding in the program from three countries that cannot be disclosed is about EUR 350–400 million.

"These are not billions, but at the same time there are other decisions – worth billions: we are talking about EUR 90 billion, EUR 45 billion [the amount of the first tranche] – for 2026. It concerns several tranches," he added.

Zelensky said the first funds received will be directed to priority areas of the state's internal resilience.

"Of course, we will direct the first tranche toward domestic production to protect Ukraine – and not only protection – meaning drones and miltech, this entire sector. The second component is energy. As we have already said, we need to protect everything we can in time and within our capabilities. We must do this as much as possible and prepare for winter. For this, in addition to local community budgets, there is a part that we will be able to provide from the central budget. Funding is expected from these tranches – from EUR 90 billion. We expect several billion to direct into the economy specifically for energy protection," the President said.

According to him, when it comes to protecting energy infrastructure, it is not only about physical protection.

"I'll give an example. We have meetings in the Middle East, there are various agreements. Ukraine is currently consuming diesel many times more than many countries because there is a war. Our army has no shortage of diesel. But this does not appear on its own – there are agreements with partners, in particular with countries of the Middle East; we have also opened a route through the Caucasus to supply diesel to civilians, and so on. That is, there are several countries helping us and guaranteeing stability of supply. Price is an important issue, but the key thing is ensuring supply and sufficient resources for both the army and civilians," Zelensky emphasized.

He also separately noted Germany's approach to implementing the PURL program, which was discussed in Cyprus.

"As for PURL, as we said during the meeting in Cyprus, I am glad that, for example, the German side supports an approach under which our bilateral relations and individual contributions from countries, which are secured by agreements and security arrangements, should not depend on the opening of the EUR 90 billion. That is, there are calculated tranches, and there are our bilateral funds, which we count on to strengthen Ukraine – this includes weapons, energy, and social payments. Such a decision also exists, and it is very important," he added.

As Ukrinform reported, on April 23 a loan to support Ukraine for 2026–2027 was unblocked, and the 20th package of sanctions against Russia was adopted.
