Zelensky: NSDC approves resilience plans for all regions except Kyiv
President Volodymyr Zelensky chaired a meeting of the National Security and Defense Council of Ukraine, during which resilience plans were approved for all regions and regional capitals except Kyiv. The capital was granted additional time to prepare the relevant substantive documents.
According to Ukrinform, Zelensky announced this on Telegram.
Opening an expanded meeting of the Council, attended not only by its members but also by military officials and regional and city leaders, Zelensky expressed gratitude to the government, local authorities, and the military for making it through the winter thanks to their efforts.
"I want to thank you for getting through this winter. I thank our people for their resilience, our air defense warriors for their protection. And I thank all heads of regional military administrations, all our communities, and local leaders who fought to defend our state during the heating season. The heating season is not over yet, but we can still say that the most difficult winter in our state's history has ended. Of course, the war is not over. But we have made it through this winter together."
He emphasized that preparations for the next winter must begin now, which is why he tasked officials with developing and approving resilience plans for cities and communities.
At the start of the meeting, NSDC Secretary Rustem Umerov stated: "The President has given a clear task to the new government to begin preparations for the next heating season immediately. Our team has worked through all scenarios for coordinating interaction mechanisms. Today we are ready, together with representatives of local self-government, to present an action plan and tools for its implementation."
Explaining the need to adopt the plans, Zelensky noted: "The question is what this should bring to our state, and accordingly, responsibility for implementing and adhering to all the plans."
The specific plans were discussed behind closed doors with military officials, government representatives, and local authorities.
As reported, yesterday following a meeting with Prime Minister Yulia Svyrydenko and NSDC Secretary Rustem Umerov, Volodymyr Zelensky stated that the experience of this winter showed that some cities and communities had prepared for existing threats, while others had not used the time before last winter effectively. Therefore, a list of actions for each region for the next winter must be approved at the NSDC level.
