Verkhovna Rada passed only 17% of bills submitted by Shmyhal’s government

The Verkhovna Rada of Ukraine has passed 17% of the bills submitted by the Cabinet of Ministers led by Denys Shmyhal.

Ukrinform reports this with a reference to data provided by the Committee of Voters of Ukraine (CVU).

“According to the CVU, only 17% of government bills have been signed into laws. In total, over the period from March 5, 2020 (appointment of Shmyhal’s government) to October 10, 2021, the Cabinet of Ministers submitted 369 draft laws to the Verkhovna Rada. Of these, 63 laws were adopted (returned with the signature of the President),” the report says.

It is noted that out of 63 adopted laws, 24 are ratification documents, which are often supported by all factions and groups, regardless of political views.

Among other approved laws are amendments to the legislation on combating COVID-19, on customs duties on light industry goods, on insurance of agricultural products, on state registration of vaccines, on providing nutrition of military personnel.

According to the CVU, the success rates of the legislative work of Denys Shmyhal’s government are lower than those of the previous Cabinet of Ministers. According to the committee, 22% of bills, submitted by Oleksiy Honcharuk's government, were signed into laws.
