Government approves strategy for public administration reform in Ukraine

The Cabinet of Ministers has approved a strategy for public administration reform in Ukraine for 2022–2025 and an action plan for its implementation, Minister of the Cabinet of Ministers Oleh Nemchinov has said.

"Today, at a regular meeting of the Cabinet of Ministers of Ukraine, the Cabinet of Ministers of Ukraine adopted an order 'Some issues of public administration reform in Ukraine' approving a strategy for public administration reform for 2022-2025 and an action plan for its implementation," Nemchinov wrote on Telegram.

He added that the new strategy was a continuation of the previous stage of public administration reform and was based on the results of the assessment of the state of public administration in Ukraine conducted by experts of the Support for Improvement in Governance and Management (SIGMA) programme.

Nemchinov also said the general administrative procedure, the reform of remuneration in the civil service and a number of other aspects needed to be implemented.

"The main goal of the strategy is to build a capable service-oriented and digital state in Ukraine, which protects the interests of citizens on the basis of European standards and experience," he said.

According to him, the expected results of public administration reform by 2025 are ensuring the provision of quality services, forming a convenient administrative procedure for citizens and businesses, forming a system of professional and politically neutral public service focused on protecting the interests of citizens, building effective state institutions that are accountable to citizens, shape public policy and successfully implement it for the sustainable development of the state.
