Over UAH 222B for healthcare: how budget funds were allocated in 2025

In 2025, healthcare expenditures from the state budget, together with transfers, amounted to UAH 222.1 billion.

According to Ukrinform, this was reported by the Ministry of Finance

It is noted that an important area is the implementation of the medical guarantees program, to which UAH 172.8 billion was allocated.

Of this amount, UAH 10.9 billion was allocated for emergency medical care, UAH 23.7 billion for primary care, UAH 131 billion for specialized medical care, and UAH 7.2 billion for reimbursement (reimbursement of the cost of medicines and medical devices).

In addition, UAH 15.1 billion was allocated from the state budget for the centralized procurement of medicines and medical devices; UAH 7.1 billion for forecasting, detecting, and responding to outbreaks of infectious and non-infectious diseases and emergencies; and UAH 5 billion for the implementation of public investment projects in the healthcare sector.

Another UAH 1.3 billion was allocated in the form of subsidies to support individual institutions and ensure the functioning of blood services; UAH 1.1 billion was allocated for the implementation of World Bank projects in the healthcare sector; and UAH 850.1 million was allocated for dental prosthetics and routine dental care for veterans.

"In 2025, the government ensured uninterrupted funding for the healthcare sector. Last year, continuous support was provided for the medical guarantees program, which allowed citizens to receive the necessary medical care. About 3 million people took advantage of the “Affordable Medicines” program, receiving the necessary medicines and medical devices free of charge or at a low cost," said First Deputy Minister of Finance Roman Yermolichev.

According to him, in 2026, priority will be given to areas that currently have the greatest impact on people's health and lives in wartime.

“In addition, we are allocating UAH 10 billion to a new health screening program for people aged 40 and older,” Yermolichev said.

As reported, in 2026, UAH 258.6 billion is planned to be allocated to the healthcare sector from the state budget with transfers. In particular, UAH 191.6 billion is earmarked for financing the medical guarantees program.
