Ukraine has to implement three major sports projects in 2020 - ministry

The new, Olympic year 2020 promises to be very important to Ukrainian athletes, the development and reform of the sports industry, according to Volodymyr Shumilin, deputy minister of culture, youth and sports of Ukraine.

He wrote on his Facebook page that Ukraine has to implement three major projects in 2020.

"First of all, this year is the Olympic year. That is why ensuring the preparation of the national Olympic and Paralympic teams for their performance in Tokyo is a priority for the Ministry of Culture, Youth and Sports. We are working in three areas: sports (jointly with federations), organizational (together with the National Olympic Committee, the Cabinet of Ministers of Ukraine, the Verkhovna Rada of Ukraine) and financial (the Cabinet of Ministers of Ukraine and the Ministry of Finance). In the first two areas everything is going according to schedule, but the New Year's failure in the financing of sports programs reminded us of the need to have a back-up mode of work in crisis regimes. However, we hope that this will not be necessary," Shumilin said.

He emphasized the importance of conducting in Ukraine an experiment of transferring sports management functions from the state to federations.

"Secondly, the experiment of transferring sports management functions from the state to federations is a non-alternative way of reorganizing sports as an industry. It is very necessary to be consistent as federations are one of the basic elements of the management system. The main purpose of the experiment is not only the ability to work with budget money but also the need to take away from the state its inherent functions precisely through the creation of self-sufficient and financially sustainable public sports organizations. Although the state is a customer for them, but not the only one. The range of services provided must meet the needs of society and the market. That is why the experiment must not only continue but also bring to a new level, with a meticulous approach to legislation and with the involvement of other federations," the official said.

Shumilin also stressed the need to reform the system of Ukrainian sport, which in the 21st century should be viewed not as a purely social sphere, but as part of the country's economy.

"Thirdly, the reform of the sports system. It is time to analyze the work of the entire sports system of the country: from school activities, physical education classes and sports sections, the qualifications and motivation of coaches, geography, the quality of organization and popularity of national competitions, to the consolidated percentage and sources of funding. We have to look at the 21st-century sports not just as a social sphere, but to see part of the country's economy, draw conclusions and plan changes. The next Olympic Games will definitely take place. Ukrainian athletes will definitely participate in them and win. But it will not be stressful for the whole country because the sport is still a holiday and a positive thing," he said.
