Police receive over 130 reports of Russian intel attempting to recruit minors

Since 2024, the National Police of Ukraine has received more than 130 reports from children and their parents about attempts by Russian intelligence services to recruit minors.

This was stated on a televised broadcast by Deputy Chief of the National Police of Ukraine Andrii Niebytov, according to Ukrinform.

“Since 2024, we have worked with the media and reached out to educational institutions for preventive purposes – to inform about recruitment of our children online. Since then, we have received over 130 reports from children and their parents that Russian intelligence services have tried to recruit them to commit terrorist acts and sabotage,” he said.

Niebytov emphasized that law enforcement continues to strengthen these efforts. They are using modern technologies, involving juvenile and patrol police units, and assigning officers to schools to prevent children from being drawn into criminal activities on behalf of Russia.

In 2025, Ukrainian law enforcement registered 61 cases of terrorist acts and sabotage, of which 57 were solved, with those responsible arrested and held criminally accountable. Additionally, 27 planned crimes were prevented during the preparation stage.

As reported by Ukrinform, the Security Service of Ukraine (SSU) exposed a minor who was recruiting residents in the Kirovohrad region to carry out terrorist and sabotage acts.
