Kozytskyi explains why some critical infrastructure facilities in Lviv left without power
Lviv Regional Military Administration (RMA) Head Maksym Kozytskyi said this in an interview with Ukrinform.
“Out of 36 regionally significant medical facilities and healthcare institutions in local communities, only six were registered as ‘critical.’ When the time came, all 30 others were disconnected from the power supply. Of 100 municipal utilities facilities in the region, only 42 were classified as critical infrastructure. This is a major failure by people holding managerial positions in municipal enterprises, and they must bear responsibility for it,” Kozytskyi said.
Commenting on the recent situation in which critical infrastructure facilities in Lviv were cut off from electricity – an issue that received very different assessments from the Lviv City Council and the regional administration – the Head of the Lviv region said the city should have strictly complied with Ukrainian legislation.
“On the one hand, there are no misunderstandings between us and the Lviv City Council. At the same time, there is Ukrainian legislation that must be followed. If you fail to comply with it, there are consequences. Why, when critical infrastructure facilities in Lviv are not defined, not included on the list, and not approved by the Ministry of Energy, does the city council speak of violations and point fingers at the regional administration? We do not compile these lists, and we clearly explained this to the city authorities,” Kozytskyi said.
According to him, until the very last moment the city was reluctant to work on adding critical infrastructure facilities to the list of sites exempt from power disconnections.
“But the time came when electricity generation dropped so much that continuous power supply could not be maintained for all critical infrastructure facilities. Only those that the city of Lviv had designated as critical, submitted for approval to the ministry, and which are currently included on the list of facilities exempt from disconnection remained supplied with electricity,” Kozytskyi said.
As reported by Ukrinform, the first critical infrastructure facilities have already been equipped with electronic warfare systems.
