Ukraine’s critical infrastructure operating at its limits, ICRC reports

With winter approaching, attacks on Ukraine’s critical infrastructure are adding pressure to systems already strained by Russian strikes.

This is stated in a message published on Facebook by the International Committee of the Red Cross (ICRC), Ukrinform reports.

The statement highlights the vulnerability of the civilian population when access to essential needs is disrupted during the winter period.

“Electricity, heating, and water: families depend on these essential services to survive the bitterly cold months ahead,” said Ariane Bauer, ICRC’s Regional Director for Europe and Central Asia.

She noted that every attack affecting water systems, power plants, and other essential infrastructure disrupts access to these critically important resources.

“Critical infrastructure enabling the delivery of essential services for the civilian population, including water and electricity, is protected under international humanitarian law (IHL),” Bauer stressed.

The senior Red Cross official called for all possible precautions to be taken to “spare both civilians and the essential services they rely on.”

As reported by Ukrinform, according to a decision by Ukrenergo, on  November 12, electricity consumption limits will be applied in most regions of Ukraine from 00:00 to 23:59.
