MoSP Uliutin on social policy: Without realistic financial model, any promise is just words

Social policy should be based on a sustainable financial model and respond to the real needs of citizens.

This was stated by Minister of Social Policy, Family, and Unity Denys Uliutin in an interview with Ukrinform.

"As a state, we must clearly understand where our citizens need support and provide it in a targeted manner. My previous experience (in finance, ed.) allows me to assess how the proposed initiatives can be implemented in practice. After all, without a realistic and sustainable financial model, any promise remains just words. And if we create unrealistic expectations in people that are not backed up by real possibilities, this inevitably leads to disappointment and loss of trust," Uliutin said.

Uliutin emphasized that social policy should be targeted and meet people's real needs. According to him, this approach is based not only on financial assistance but also on a number of tools that support human dignity and confidence in the future. In his opinion, policy in this area should be about supporting human dignity.

"Our goal is to act proactively, to catch people as early as possible, when the first signs of difficult life circumstances appear, and to offer the most appropriate assistance. If we limit ourselves to payments alone, this will not solve the problem, but only postpone it. People will find themselves in a deeper state of social vulnerability and, ultimately, even more dependent on the state," he added.

As reported, on July 17, the Verkhovna Rada appointed Denys Uliutin as head of the Ministry of Social Policy, Family, and Unity. From April 2020 to July 2025, he served as First Deputy Minister of Finance of Ukraine.
