In the Kharkiv region, schools with shelters have been allowed to start offline learning on September 1.

Oleh Syniehubov, the head of the Kharkiv Regional Military Administration, announced this on Telegram, according to Ukrinform.

"The Defense Council has just decided to allow the resumption of traditional offline learning in educational institutions. Offline learning will be possible only if the educational institution has a specialized shelter that meets the requirements of the law, the readiness of the warning system, etc.", the statement reads.

It is noted that if the requirements are met, then the founders of educational institutions and their leaders must determine the format of education in their institutions.

The decision of the Defense Council applies to preschool, school, vocational, pre-university, and higher education, the RMA noted.

"I emphasize that the availability of special shelters, the readiness of the warning system, the identification of evacuation routes, the creation of water and medicine stocks, and safety lessons on how to act in the event of an air raid are mandatory requirements," Syniehubov said.

As reported, in June, Kharkiv Mayor Ihor Terekhov said that city schools were preparing for a mixed form of education. To this end, shelters are being set up in institutions that have not been damaged by Russian shelling and missile attacks.
