Serhiy Borzov, Head of the Vinnytsia Regional Military Administration, made an announcement on Telegram.
The decision was made by the Vinnytsia Regional Commission on Technological and Environmental Safety and Emergency Situations on Monday, November 28. The Russian attack caused an accident in Ladyzhyn's heat supply networks, leaving 18,000 residents without heating.
"We roll out the activity of an emergency headquarters in the city to eliminate the consequences of the accident... Coordination of forces and means of civil protection, military command, and critical infrastructure enterprises is urgently needed. The emergency headquarters is already working," the official noted.
According to Borzov, additional heating points are being opened in the city.
