Culture Ministry needs over UAH 55B to implement programs to support culture and tourism

The Ministry of Culture and Information Policy of Ukraine requires more than UAH 55 billion for the implementation of programs to support culture and tourism, provided for by the new presidential decree.

Minister of Culture and Information Policy Oleksandr Tkachenko said this during a briefing at Ukrinform on August 20. He explained the Ministry's action plan on measures to support culture and tourism in accordance with the Presidential Decree "On measures to support the cultural sector, protection of cultural heritage, development of creative industries and tourism."

First of all, he noted that in 2020, due to the crisis, budget expenditures on the cultural sector in Ukraine were equal to those in Albania, which spends 0.2% of GDP on the industry. According to the official, this is the smallest sector in terms of budget funding.

"Apart from a billion that was allocated to overcome the consequences of quarantine, we have UAH 7.9 billion per year. This is very little," Tkachenko said.

At the same time, he clarified that in addition to direct financing, there are facilities that are subordinate to the Culture Ministry, and in general to the culture sector, including theaters, castles and museums.

"We have a total of 130,000 cultural sites - 80% of them require immediate restoration. We have calculated that the implementation of these programs, stipulated by the new presidential decree, will require more than UAH 55 billion in the next four years," the minister said.

Tkachenko stressed that this refers not only to the reconstruction and restoration of these buildings, but also to the creation of so-called "centers of cultural services."

He also added that certain articles of the corresponding presidential decree are dedicated to the needs of education and the promotion of culture and tourism.

As Ukrinform reported, on August 18, President of Ukraine Volodymyr Zelensky signed a decree "On measures to support the cultural sector, protection of cultural heritage, development of creative industries and tourism."

The document is aimed at promoting the development of Ukraine’s cultural potential, preserving, promoting and using the national cultural heritage, creating conditions for the tourist attractiveness of cultural heritage sites and supporting the creative economy.
