Ukraine's High Anti-Corruption Court (HACC) has placed Maksym Mykytas, a former MP and former president of Ukrbud, under round-the-clock house arrest.

The court issued such a ruling on Thursday, May 14, the court's press service reported.

"An investigating judge of the High Anti-Corruption Court partially granted the request of a SAPO prosecutor and changed the measure of restraint for the former president of the state construction corporation from bail to 24-hour house arrest," the report said.

The suspect was also obliged to visit a detective, prosecutor, investigating judge, court at any request, refrain from communicating with other suspects and witnesses, to hand in his passport for travel abroad, and wear an ankle monitor. The obligations remain in force until July 14, 2020.

The investigation established that in the 2000s, the main interior troops department of the Ukrainian Interior Ministry (later reorganized into the National Guard of Ukraine) and the developer signed an agreement to build a residential complex with built-in parking lots and non-residential premises.

In exchange for a one-hectare land plot in the center of Kyiv, the National Guard was to receive 50 apartments and 30 parking spaces in the residential complex.

However, later, in 2016-2017, the parties signed additional agreements according to which the National Guard refused from these apartments and parking spaces in Pechersk in exchange for 65 apartments in a house that the same construction company was building on the outskirts of Kyiv (near the Chervony Khutir metro station).

According to the examination conducted as part of a pretrial investigation, the cost of these apartments is UAH 81,635,448 lower than the estimated cost of apartments that the National Guard had to receive at the start of the agreements.

On April 3, the HACC's investigating judge partially granted the prosecutor's request and ordered to collect UAH 80 million bail from Mykytas for violating procedural obligations.

At the same time, the judge decided to apply a new measure of restraint to the suspect - in the form of UAH 100 million bail and the imposition of relevant obligations.
