UN: Russia continues to conscript Crimeans to its armed forces, violating obligations as occupying power

In 2019, the Russian Federation continued to conscript Crimean residents to its Armed Forces, in violation of its obligations as an occupying power.

"In 2019, the Russian Federation, an an occupying Power in Crimea, as recognized by the UN General Assembly resolutions, continued to conscript men from Crimea to its armed forces, in violation of its obligations," the UN Human Rights Monitoring Mission reports on Facebook.

The Russian court registry lists 25 draft evasion cases initiated in 2019. Those convicted were sentenced to criminal fines, which ranged from the equivalent of USD 243 to USD 810.

“Since the first identified draft evasion case in 2017, we have noted at least 68 cases of prosecution for military draft evasion in Crimea with at least 32 guilty verdicts available in the court registry among these,” the report reads.

The UN Human Rights Monitoring Mission recalled that the Russian Federation, as an occupying Power in Crimea, must end forced conscription into its armed forces and stop prosecution of Crimean residents on military draft evasion charges.
