Ukraine ranks 17th in 2019 Climate Change Performance Index (CCPI).

“Ukraine ranks 17th in this year’s CCPI. The political and economic crisis of previous years continues to affect the GHG Emissions and Energy Use indicators, leading to a high rating in these two categories and an overall high rating in the index. Experts stress that, rather than being a result of effective climate policy, reductions in per capita GHG emissions and energy use in the period 2012–2017 are due to the disruption caused by the ongoing conflict in the Donbas region of the coal sector and energyintensive industries,” reads the report “Results 2020 of Climate Change Performance Index.”

As noted, Ukraine scored 60.60 points out of 100 and made it to the group of countries with high performance. Last year, Ukraine ranked 18th.

Following the presidential elections in spring 2019, experts acknowledge some initial positive signals in the reorganization of central authorities, in particular the newly created Ministry of Energy and Environmental Protection. According to experts, this “holds the potential to push climate policy higher up the political agenda and to put the country on a well-below-2°C pathway.”

No country performs well enough in all index categories to achieve an overall very high rating in the index. Therefore, the first three ranks of the overall ranking remain empty. Top three performers are Sweden, Denmark and Morocco.

The Index is published by Germanwatch, the NewClimate Institute and the Climate Action Network.

Published annually since 2005, the Climate Change Performance Index (CCPI) is an independent monitoring tool for tracking countries’ climate protection performance.
