Ukraine, Romania looking for compromise on medium of instruction for national minorities

Ukraine and Romania are in talks to find a mutually acceptable solution regarding the medium of instruction for the national minorities studying in Ukraine.

"I want to inform you that now Romania and Ukraine are in the negotiation process to find a mutually acceptable solution. As part of the meetings of our education ministers, our country expressed its readiness to offer our own model regarding the minority languages as the medium of instruction," First Secretary of the Embassy of Romania in Ukraine, Ion Naval said at the round table meeting "Medium of instruction as a tool for integration into society" in Kyiv on Monday, an Ukrinform correspondent reports.

He recalled that the conclusions of the Venice Commission of December 2017 regarding Article 7 of the Law of Ukraine "On Education" underscore the need to find a fair balance between minority languages ​​and the state language in the educational process.

Naval stressed that the ethnic Romanians needed to learn their mother tongue for "preserving linguistic identity" and noted that, according to the estimates of the Romanian side, the ethnic Romanians "are integrated into Ukrainian society and know the Ukrainian language very well."

“I would like to confirm Romania’s support for the European and Euro-Atlantic aspirations of Ukraine and the reform process necessary to modernize various sectors, including the educational one. Romania understands perfectly well the need to master the knowledge of the state language by all the citizens of Ukraine, but at the same time we believe that Ukraine should comply with its international commitment to ensure the right to education in native language for the persons belonging to the Romanian minority," Naval said.
