OHCHR: At least 184 prisoners in occupied Donbas ask to be transferred to government-controlled territory

At least 184 prisoners, who remain in custody in the occupied territories of Donetsk and Luhansk regions, request to be transferred to the government-controlled territory.

This is stated in the report of the United Nations Human Rights Monitoring Mission in Ukraine for the period from 16 May to 15 August 2018.

“The Office of the United Nations High Commissioner for Human Rights (OHCHR) continued monitoring the situation of pre-conflict prisoners who were convicted prior to the outbreak of the conflict and remain in custody in territory controlled by armed groups. OHCHR is aware of at least 184 such prisoners who have requested to be transferred to government-controlled territory. However, no progress was made during the reporting period towards their transfer to government-controlled territory,” reads the report.

It is also noted that in armed group-controlled territory, OHCHR is still denied access to the detention facilities for confidential interviews, which raises concerns about the detention conditions and treatment of detainees.
