Chairman of the High Qualification Commission of Judges of Ukraine (HQCJ) Serhiy Koziakov said this in an interview with Ukrinform.
When asked to explain in more detail why the conflict with the Public Integrity Council arose, Koziakov said: "It is information noise, which is generated for a certain purpose. As stipulated in Article 87 of the Law of Ukraine ‘On Judicial System and Status of Judges’, the Public Integrity Council is established to assist in the activity of the Higher Qualification Commission of Judges of Ukraine, not to replace our functions, not to lead the Commission, but to facilitate the work of the HQCJ. It is extremely important to realize as all other types of relations are beyond the law."
According to the chairman of the High Qualification Commission of Judges of Ukraine, joint activity should be carried out with the Public Integrity Council within the framework of procedures for qualification assessment of judges or candidates for judges.
At the end of March 2018, the Public Integrity Council stated it withdrew from participation in the process of qualification assessment of judges, since, according to them, the Higher Qualification Commission of Judges of Ukraine had introduced amendments to its Rules restricting the activities of the Public Integrity Council.
