Deputy PM Kuleba on end of heating season: Where to begin shutting off heat

Despite constant enemy attacks, 98.9% of residential buildings and 99.9% of social facilities were provided with heat during the 2025/2026 heating season.

According to Ukrinform, this was reported on Facebook by Deputy Prime Minister for Recovery and Minister of Community and Territorial Development Oleksii Kuleba.

The Deputy Prime Minister chaired a meeting of the Headquarters for Preparing for and Managing the Heating Season. Following the meeting, he noted that communities are gradually completing the process of supplying heat.

As of today, heating has been turned off in the Mykolaiv and Kherson regions, as well as in Dnipro and Kryvyi Rih in the Dnipropetrovsk region, and in Berdychiv in the Zhytomyr region. In Kyiv, residential buildings have begun to be disconnected. In other regions, the process is proceeding in stages.

“Despite constant attacks, the system held up: 98.9% of residential buildings and 99.9% of social facilities had heat. At the same time, we are already preparing for next winter,” the Deputy Prime Minister noted.

According to him, the basis for preparations for the 2026/2027 heating season is regional and community resilience plans, specifically: infrastructure protection, backup power, and the development of distributed generation.

Work is also underway on a systemic solution regarding the debts of district heating companies.

“They should not be held responsible for debts that arose due to an unregulated tariff policy. Therefore, we have prepared amendments to CMU Resolution No. 812—debts arising from unreimbursed tariff differences should not be collected from enterprises until the state resolves this issue. Likewise, there should be no fines or penalties on such amounts,” Kuleba stated.

As reported by Ukrinform, last week the Cabinet of Ministers allocated nearly UAH 13 billion to prepare critical infrastructure facilities in frontline regions and the Kyiv region for the coming winter.
