Ukraine initiates urgent UN Security Council meeting over Russia's strike on Lviv region with Oreshnik missile

Ukraine will initiate an urgent meeting of the UN Security Council, a meeting of the Ukraine-NATO Council, as well as a response within the EU, the Council of Europe, and the OSCE regarding Russia's use of a medium-range ballistic missile against the Lviv region.

This was announced by Foreign Minister Andrii Sybiha on the social network X, according to Ukrinform.

The Ukrainian Foreign Minister noted that Russia claims to have used a medium-range ballistic missile, the so-called “Oreshnik,” to attack the Lviv region.

“Such a strike close to the EU and NATO border is a grave threat to the security on the European continent and a test for the transatlantic community. We demand strong responses to Russia’s reckless actions… We will be initiating international action — an urgent meeting of the UN Security Council, a meeting of the Ukraine-NATO Council, as well as responses within the EU, Council of Europe, and OSCE,” he stated.

He added that Ukraine is informing the United States, European partners, and all countries and international organizations about the details of this dangerous strike through diplomatic channels.

“It is absurd that Russia attempts to justify this strike with the fake ‘Putin residence attack’ that never happened. Another proof that Moscow does not need any real reasons for its terror and war,” the Foreign Minister emphasized.

Sybiha noted that Putin is using a missile with a reconnaissance system near the borders of the EU and NATO in response to his own hallucinations.

As reported by Ukrinform, the Russian Ministry of Defense stated that on the night of January 9, a strike was carried out on the territory of Ukraine, including with a medium-range ballistic missile “Oreshnik.” The Russian Ministry of Defense called this a response to an alleged attack on Putin's residence in Valday on the night of December 29, 2025.

The Air Command West of the Ukrainian Air Force reported that the ballistic missile with which the enemy attacked Lviv on January 8 was moving at a speed of 13,000 kilometers per hour. The type of missile with which the enemy struck the city will be determined after examining all its elements.

According to Colonel Yuriy Ignat, Head of the Communications Department of the Ukrainian Air Force Command, Russia could have struck the Lviv region from the Kapustin Yar training ground in the Astrakhan region, where, according to preliminary information, the Oreshnik complex is based.

President Volodymyr Zelensky emphasized that the information about the strikes on Putin's Valday residence is fake news invented by the Russians to disrupt the successful negotiations on ending the war.
