Ukraine synchronizes sanctions with U.S., imposes sanctions on Russian drone production

President of Ukraine Volodymyr Zelensky has signed two decrees enacting decisions of the National Security and Defense Council (NSDC) to synchronize sanctions with the United States and impose restrictions on individuals and legal entities involved in the production and operation of various types of Russian drones.

According to Ukrinform, this was reported on the President’s website.

Decree No. 870/2025, part of a package coordinated with the United States, imposes sanctions on 26 Russian legal entities related to the energy sector. Among them are Rosneft, its subsidiaries, and companies belonging to the Lukoil group. U.S. sanctions targeted those segments of the industry responsible for about 55% of Russia’s oil production.

Since the beginning of the year, Ukraine has already synchronized 13 sanction packages with its partners: the United Kingdom, Canada, the U.S., Japan, and the European Union.

Another decree, No. 871/2025, imposes sanctions on 36 individuals and 13 legal entities involved in the production, training, and operation of Russian drones. These include persons connected to the criminal Rubikon center, which tests new types of weapons and participates in combat operations against Ukraine.

Sanctions have also been introduced against Russian companies engaged in the development and production of reconnaissance and strike UAVs, FPV drones, and unmanned aviation systems.

Furthermore, restrictions were applied to so-called Russian charitable foundations and volunteer movements that support Russian invaders, as well as Russian mobile operators that provide Shahed UAVs with SIM cards for navigation and control.

The President and the Presidential Adviser-Commissioner on Sanction Policy, Vladyslav Vlasiuk, discussed sanction policy priorities for the remainder of the year.

The sanctions already imposed have had a significant impact on Russia, meaning that pressure must be increased. Key tasks include further synchronization of sanctions with partners, preparation of the EU’s 20th sanctions package, and strengthening restrictions against the shadow fleet, the Russian military-industrial complex, collaborators, and propagandists.

As reported by Ukrinform, on November 29, Zelensky announced new sanctions against Russia.
