The United States has agreed to strengthen security guarantees for Ukraine, while issues of territorial concessions, by mutual agreement, will be discussed face-to-face between Presidents Trump and Zelensky.

This was reported in a detailed publication by the American outlet Axios on Tuesday, November 25, citing official sources, according to Ukrinform.

“The U.S. agreed to strengthen the draft security guarantee it proposed alongside the initial 28-point plan,” the publication noted, citing Ukrainian officials.

At the same time, it is stated that “the parties agreed that the most sensitive issue of territorial concessions would be discussed leader-to-leader, between Presidents Trump and Zelensky.”

In addition, the Ukrainian and American sides have reached an understanding on other issues not directly related to peace in Ukraine. These include the future of NATO, European security, and U.S.–Russia relations. According to sources, these issues will be excluded from the framework document.

The report also references Russian Foreign Minister Sergey Lavrov’s position. He stated that Moscow would not accept a new document if it deviates from the agreements allegedly reached by Trump and Putin during their meeting in Alaska.

Meanwhile, Axios cites Rustem Umerov, who said that Ukraine was ready to organize President Zelensky’s visit to the United States as soon as possible — even by the end of November — to finalize an agreement with President Trump. However, the publication notes that the exact date of this meeting has not yet been determined.

As reported by Ukrinform, despite ongoing negotiations on ending the war in Ukraine, Russia continues to attack peaceful Ukrainian cities with missiles and drones. President Zelensky has urged partners to continue supplying weapons and air defense systems and to increase pressure on the aggressor.
