German Chancellor Friedrich Merz held a telephone call with the leaders of Ukraine, Volodymyr Zelensky; France, Emmanuel Macron; and the United Kingdom, Keir Starmer.

According to a correspondent of Ukrinform, Stefan Kornelius, the Government Spokesperson, informed journalists about the development.

Chancellor Merz, French President Macron, and UK Prime Minister Starmer held a telephone conversation today with Ukrainian President Zelensky. They reaffirmed their unwavering and full support for Ukraine on its path toward a durable and just peace, the spokesperson said.

He noted that the heads of the four states welcomed the efforts of the United States aimed at ending the war in Ukraine, including its commitment to Ukraine’s sovereignty and its readiness to provide reliable security guarantees.

The leaders agreed to closely coordinate their actions with one another, as well as with other European partners and Washington, on this matter.

They also agreed to continue pursuing the long-term objective of safeguarding vital European and Ukrainian interests. This includes, in particular, ensuring that the line of contact remains the reference point for any understanding and that Ukraine’s Armed Forces retain the capability to defend Ukraine’s sovereignty effectively.

The two presidents and the two prime ministers further agreed that any arrangement concerning European states, the European Union, or NATO requires the approval of European partners or a consensus among the Allies.

As reported, the four leaders plan to hold a telephone conversation later the same day, 21 November, with U.S. President Donald Trump.
