Lithuanian FM on U.S.–Russia “peace plan”: Discussion is positive sign, but it must take place with Kyiv’s participation

Lithuanian Minister of Foreign Affairs Kęstutis Budrys stated in Brussels that any peace negotiations concerning the war in Ukraine must involve Kyiv.

Budrys’s comments followed reports that the United States and Russia were preparing a new proposal to end the war. He emphasized the importance of Ukraine’s participation in the negotiating process.

“Ukrainians have to sit at the table [for negotiations], they have to agree to it. And I have not heard that they are included. If there is something related to Europe, we are Europe, and we have to discuss what concerns our security,” Budrys said.

He noted that he had not seen the draft plan proposed by Washington and Moscow and could not comment on its details.

The Lithuanian Foreign Minister emphasized that Europe, including Lithuania, has already assumed responsibility for supporting Ukraine.

“We have shown that we assume the burden. If, at this stage, [the deal] is real, we will cooperate,” Budrys said.

At the same time, he noted that he views these discussions as a positive sign that the United States is engaged in addressing this issue and is not leaving it entirely to Europe.

Budrys also added that even if a ceasefire or peace agreement is reached, support for Ukraine must continue.

“Some misunderstand that once we achieve a cease-fire, support will decrease. No, it will increase. Lithuania has committed to supporting Ukraine for 10 years,” he stressed.

As reported by Ukrinform, the previous day, U.S. media circulated information that the Trump administration had held secret consultations with Russian officials to develop a new plan to end the war in Ukraine. According to Axios, the plan consists of 28 points. It is divided into four broad categories: peace in Ukraine, security guarantees, security in Europe, and the future of U.S. relations with Russia and Ukraine.
