In Paris, at the Élysée Palace, the summit the Coalition of the Willing has begun, chaired by French President Emmanuel Macron together with UK Prime Minister Keir Starmer.

“Heads of state and government will discuss the work on security guarantees for Ukraine carried out by the Joint Chiefs of Staff Committee in recent weeks, and they will draw conclusions from Russia’s refusal to accept peace following the Washington meeting on August 18,” the Élysée Palace said in a statement.

Ten national leaders are attending the summit in person. In addition to Macron and Ukrainian President Volodymyr Zelensky, they include Finland’s President Alexander Stubb, as well as Prime Ministers Bart De Wever of Belgium, Mette Frederiksen of Denmark, Dick Schoof of the Netherlands, and Donald Tusk of Poland. European Commission President Ursula von der Leyen and European Council President António Costa are also present.

Spain's Prime Minister Pedro Sánchez was unable to arrive in Paris due to a plane malfunction.

Other 28 leaders are expected to join the meeting via video link.

US Special Representative Steve Witkoff also arrived at the Élysée Palace, staying at the French President’s residence for about an hour.

At 14:0. local time, summit participants are scheduled to hold a call with US President Donald Trump.

On the eve of the meeting, Macron stated that the Coalition of the Willing is prepared to strengthen the Ukrainian army, and that European nations have already agreed to provide Ukraine with the most serious security guarantees, but expect concrete commitments from the Americans as well.

As reported, ahead of the Coalition of the Willing meeting, the Presidents of Ukraine and France discussed security guarantees, strengthening sanctions against Russia, and Ukraine’s European integration.
