Zelensky enacts NSDC decision on sanctions

Zelensky enacts NSDC decision on sanctions against Russian propagandists.

He announced this during a video address, as reported by Ukrinform.

"I have just signed a decree enacting the NSDC’s decision on sanctions. We are blocking propagandists working for Russia, individuals who have sided with the enemy, and those aiding Russia in continuing the war," Zelensky stated.

The President also noted that the process of revoking state honors is ongoing.

"Only those who truly dedicate their lives to Ukraine deserve the title of Hero of Ukraine," emphasized Zelensky.

Later, President of Ukraine Volodymyr Zelensky has enacted the NSDC decision to impose personal sanctions on a number of individuals.

The corresponding Presidential Decree No. 38/2025 has been published on the website of the Office of the President, as reported by Ukrinform.

According to the appendix to the decree, the sanctions include: asset blocking; restrictions or partial/complete termination of the transit of resources, flights, and transportation through Ukraine; prevention of capital withdrawal from Ukraine; suspension of economic and financial obligations; full or partial prohibition of transactions involving securities issued by entities subject to sanctions; and more.

The sanctions target figures such as Nestor Shufrych, Yevhen Murayev, Petro Symonenko, Kostiantyn Hryhoryshyn, Ruzhena Rubliova, and others.

The decree also strips several individuals of state honors, including Yurii Boyko, Yurii Bashmet, and Viktor Sadovnychyi, among others.

The sanctions are imposed for a duration of 10 years, while the revocation of state honors is permanent.

The decree comes into force on the day of its publication.

As reported by Ukrinform, President Volodymyr Zelensky signed documents imposing sanctions on 140 entities in Russia's financial sector. At the same time, he initiated a draft law introducing criminal liability for attempts to circumvent sanctions.
