Biden signs decree on sanctions over undermining Ukraine's sovereignty

U.S. President Joe Biden signed a decree blocking the property of certain individuals and banning certain agreements in connection with Russia's efforts to undermine Ukraine's sovereignty and territorial integrity.

The text of the order was published on the website of the White House.

The document says that the Russian Federation’s purported recognition of the so-called “Donetsk People’s Republic” and “Luhansk People’s Republic” regions of Ukraine contradicts Russia’s commitments under the Minsk agreements and further threatens the peace, stability, sovereignty, and territorial integrity of Ukraine, and thereby constitutes an unusual and extraordinary threat to the national security and foreign policy of the United States.

Therefore, the Executive Order prohibits new investment in the so-called “LPR/DPR” by a United States person, wherever located; importation into the United States, directly or indirectly, of any goods, services, or technology from “LPR/DPR”; exportation, reexportation, sale, or supply, directly or indirectly, from the United States, or by a United States person, wherever located, of any goods, services, or technology to “LPR/DPR”; any approval, financing, facilitation, or guarantee by a United States person. In addition, the property and interests of all persons operating in the occupied territories or providing financial assistance or other support to persons subject to sanctions are blocked.

As reported, on February 21, the president of the Russian Federation signed decrees to "recognize" two self-proclaimed entities in the temporarily occupied territories of Donetsk and Luhansk regions of Ukraine.
