Zelensky signs amendments to law on NABU status

Ukrainian President Volodymyr Zelensky has signed Law No. 1810-IX "On the Introduction of Amendments to Certain Laws of Ukraine on Bringing the Status of the National Anti-Corruption Bureau of Ukraine into Compliance with the Requirements of the Constitution of Ukraine," the President's Office has reported.

"The document eliminates contradictions between the Constitution and the law 'On the National Anti-Corruption Bureau of Ukraine,' which defines that the NABU is a central executive government body with a special status that guarantees the independence of its work," the report said.

The law defines the powers of the Cabinet of Ministers to appoint and dismiss the NABU director only if there are grounds established by this document.

The law stipulates that the competition commission selecting the NABU director consists of six persons, three of them appointed by the government and the other three by the government on the basis of proposals from international and foreign organizations, who, in accordance with international or interstate agreements, provided Ukraine with international technical assistance in the field of preventing and combating corruption three years before the expiration of the term of office of the NABU director or before the early termination of his or her powers.

According to the law, the requirements of the Cabinet of Ministers to form the structure of a central executive government body do not apply to the NABU.

The document also defines the principles of organizing and conducting an external independent evaluation (audit) of the effectiveness of the National Bureau, which is carried out each year by the respective commission.

The law enters into force on the day following the day of its publication.
