President proposes parliament determine principles of national resistance

According to Ukrinform, the bill has been published on the website of the Verkhovna Rada.

"The objectives of the draft law are to determine the legal and organizational principles of national resistance, the basis for its preparation and conduct, the tasks and powers of the security and defense forces on national resistance," the explanatory note reads.

The tasks of the bill are to form national resistance in Ukraine, promote the widest possible involvement of the population in actions aimed at ensuring the sovereignty and territorial integrity of the state, outline the tasks of territorial defense, the resistance movement and preparation of Ukrainian citizens for national resistance, establish the procedure for organizing, preparing for and conducting territorial defense and the resistance movement; standardize the powers of state authorities and local government agencies on issues of national resistance, determine the principles of financing national resistance and ensure the social protection of servicemen and volunteers of the territorial defense forces of the Ukrainian Armed Forces and persons performing the tasks of the resistance movement.

The draft law consists of nine sections and 26 articles. It is expected to take effect on January 1, 2022.
