Ukraine imposes sanctions against Chinese national, four companies - NSDC decision

Ukraine has imposed three-year restrictive measures against a Chinese national, three Chinese companies, and a company from the British Virgin Islands.

Such data are contained in the annexes to Presidential Decree No. 29/2021 enacting the National Security and Defense Council (NSDC) decision of January 28 "On the introduction of amendments to the National Security and Defense Council of Ukraine decision of December 14, 2020, enacted by Decree of the President of Ukraine No. 564-27t of December 14, 2020." The annexes were published on the website of the head of state on Friday.

According to Annex 1 to the NSDC decision, restrictive measures were applied for a period of three years to Chinese citizen Jing Wang, born on December 24, 1972.

Ukraine imposed sanctions on Jing Wang in the form of blocking assets (temporary restrictions on a person's right to use and dispose of property belonging to them); restrictions on trade operations; the restriction, partial or complete cessation of the transit of resources, flights and transportation through the territory of Ukraine; preventing the withdrawal of capital outside Ukraine; a complete ban on transactions in securities issued by persons subject to sanctions in accordance with the law of Ukraine "On Sanctions"; refusals to issue and cancel visas to residents of foreign countries, application of other entry bans on the territory of Ukraine; prohibition of concentrations of business entities.

According to Annex 2, three-year restrictive measures were also applied to Skyrizon Aircraft Holdings Limited (the British Virgin Islands), Hong Kong Skyrizon Holdings Limited (Hong Kong, China), Beijing Skyrizon Aviation Industry Investment Co., Ltd (Beijing, China), and Beijing Xinwei Technology Group Co., Ltd (Beijing, China).

The following restrictive measures were applied to the companies: the blocking of assets (temporary restrictions on a person's right to use and dispose of property belonging to them); restrictions on trade operations; the restriction, partial or complete cessation of the transit of resources, flights and transportation through the territory of Ukraine; preventing the withdrawal of capital outside Ukraine; a complete ban on transactions in securities issued by persons subject to sanctions in accordance with the law of Ukraine "On Sanctions"; prohibition to increase the authorized capital of companies, enterprises in which a resident of a foreign state, a foreign state, or a legal entity, a member of which is a non-resident or a foreign state, owns 10 percent or more of the authorized capital or has influence on management of the legal entity or its activities; cancellation of official visits, meetings, negotiations on the conclusion of contracts or agreements; prohibition of concentrations of business entities.

On January 28, President Volodymyr Zelensky put into effect the decision of the National Security and Defense Council on the application of personal special economic and other restrictive measures.
