Zelensky signs law on special status of Donbas
As noted on the website of the Verkhovna Rada of Ukraine, the Law of Ukraine No. 4467 “On Amendments to Article 1 of the Law of Ukraine “On Special Procedure for Local Self-Government in Certain Districts of Donetsk and Luhansk Regions” was returned to the Verkhovna Rada signed by the President on December 24, 2020.
The document extends for one year the possibility of temporary introduction of a special procedure for local self-government in certain districts of Donetsk and Luhansk regions.
The law envisages the creation of additional temporary opportunities for the implementation of relevant legislative conditions aimed at a peaceful settlement of the situation in Donbas on the basis of the principles and norms of international law and the UN Charter.
As reported, the law on the special procedure for local self-government in certain districts of Donetsk and Luhansk regions was adopted in September 2014. It entered into force on October 18, 2014 for a period of three years. In October 2017, the law was extended for one year, in October 2018 - until December 31, 2019, and in December 2019 - until December 31, 2020.
The law provides that a special procedure for local self-government in certain districts of Donbas comes into force only "after all the conditions set forth in Article 10 of the law are met, in particular with regard to the withdrawal of all illegal armed formations, their military equipment, as well as militants and mercenaries, from the territory Ukraine".
On December 15, 2020, the Verkhovna Rada extended the Article 1 of the Law of Ukraine “On the Special Procedure for Local Self-Government in Certain Districts of Donetsk and Luhansk Regions” until December 31, 2021 by 304 votes.
