Rada passes law to complete decentralization

The Verkhovna Rada, Ukraine's parliament, has passed a law providing for the reorganization of communities and districts.

According to an Ukrinform correspondent, 301 lawmakers voted for the adoption of a respective bill, No. 3651-d, at a parliament meeting on Tuesday, November 17.

The law regulates certain issues of the organization and activity of local self-government bodies and district state administrations in connection with changes in the administrative and territorial structure of Ukraine. In particular, the document regulates issues of the reorganization of village, settlement, city councils, their executive bodies, district councils as legal entities under public law, as well as the expiration of the powers of their heads in connection with changes in the administrative and territorial structure of Ukraine.

The law also regulates the issue of legal succession of property, rights and responsibilities of communities whose territories were included in government-approved merged territorial communities, as well as district councils that represented the common interests of the territorial communities of the liquidated districts.

On November 3, the Verkhovna Rada adopted bill No. 3651-d "On the Introduction of Amendments to Certain Legislative Acts of Ukraine to Regulate Certain Issues of Organization and Activity of Local Self-Government Bodies and District State Administrations" at first reading.
