Decentralization: Parliament approves at first reading amendments to Budget Code
Some 320 MPs voted for the document at a parliament’s meeting on July 15, an Ukrinform correspondent reported.
According to the bill, a new administrative and territorial structure of main and district levels requires appropriate changes in the legal framework for the functioning of the budget system of Ukraine and the basis of inter-budgetary relations.
The bill aims to create an appropriate resource base so that local government bodies can exercise powers on a new territorial basis.
The document provides for differentiating revenues and expenditures between the budgets of districts and territorial communities.
The draft law proposes amendments to the Budget Code to unify the definition of the term "local government budgets"; determine the structure of revenues and expenditures separately for local government budgets (budgets of territorial communities of villages, towns, cities and their unions) and district budgets etc.
