Razumkov signs law ratifying Council of Europe Convention on Access to Official Documents

A relevant report has been posted on the Ukrainian parliament’s website.

In particular, the document specifies that because of armed aggression of the Russian Federation, Ukraine does not guarantee the full implementation of the obligations stipulated by the Convention in the temporarily occupied territories in Donetsk and Luhansk regions, the Autonomous Republic of Crimea and the city of Sevastopol until the constitutional system of Ukraine is fully restored in these territories.

Any government bodies and their officials in the temporarily occupied territories of Donetsk and Luhansk regions, the Autonomous Republic of Crimea and the city of Sevastopol and their activities are illegal if these bodies or persons are established, elected or appointed in a way not provided by the Constitution and laws of Ukraine, and any of their acts (decisions, documents) are invalid and do not create any legal consequences.

The Convention of the Council of Europe on access to official documents was adopted in the city of Tromsø (Norway) on June 18, 2009.

As Ukrinform reported, the Verkhovna Rada on May 20 approved the draft law, No.0032, “On Ratification of the Council of Europe Convention on Access to Official Documents.”
