The bill on the all-Ukrainian referendum will be submitted to the parliament in the near future, according to Ruslan Stefanchuk, first deputy speaker and president’s representative in the Verkhovna Rada.

"We have already completed the work on the bill on the All-Ukrainian referendum. We expect reviews only from some international organizations.  I think that we will submit it soon so that Ukraine can get a very important mechanism aimed at implementing Article 5 of the Constitution of Ukraine [the people are the bearers of sovereignty and the only source of power in Ukraine],” Stefanchuk said at a meeting of the Agenda-Setting Council on May 18, an Ukrinform correspondent reported.

As Ukrinform reported, in late November 2019, President Volodymyr Zelensky stated that bills on democracy, which include the procedure for holding referendums, would be soon adopted by the Verkhovna Rada.

On January 18, Verkhovna Rada Chairman Dmytro Razumkov said that the work on the bill on the referendum was underway.

On March 4, the draft law "On the All-Ukrainian Referendum" was submitted for public discussion on the Verkhovna Rada's website, which lasted until March 18, 2020 inclusive.
