People in Donbas with no blood on their hands could be pardoned, President says

President Zelensky admits the possibility of granting amnesty to those members of illegal formations who did not kill Ukrainians. However, this could happen only after the withdrawal of troops from Donbas.

"When after the Normandy [format meeting] we see that we really have an opportunity, if troops, illegal formations are withdrawn, if we really have security on the territory, if we have an opportunity to hold elections, we will talk about amnesty. Amnesty for people who have no blood on their hands,” President of Ukraine Volodymyr Zelensky said on the air of Freedom of Speech of Savik Shuster TV program on Friday evening, the press service of the Head of State reports.

Earlier, Russian Foreign Minister Sergey Lavrov said that Russia would prevent the UN peacekeeping mission from entering Donbas until Ukraine pardoned the militants, enshrined the special status of the territory in the Constitution and held elections.
