Ukraine, EU agree to step up cooperation in fight against disinformation

Ukraine and the EU will resume meetings of a high-level group on strategic communication chaired by Ukraine's deputy prime minister for European and Euro-Atlantic integration.

Such an agreement was reached at a meeting between Deputy Prime Minister Dmytro Kuleba and European experts in Brussels on November 6, according to the website of the Ukrainian government.

In particular, the meeting participants discussed the formats for involving Ukraine in the activities of the Directorate-General for Communication's Task Force on Disinformation, as well as deepening cooperation with the EU East StratCom Task Force of the European External Action Service.

"In the near future, we will prepare and hold a high-level meeting of EU and Ukrainian representatives to discuss together the issues of counteracting disinformation and increasing resistance to informational influence," Kuleba said.

Kyiv is interested in creating a mechanism for sharing information and best practices between Ukrainian and European experts in the field of counteracting disinformation, strategic communication, and cybersecurity in order to strengthen the ability of Ukrainian institutions to withstand Russia's hybrid attacks. In this context, the deputy prime minister proposed establishing permanent cooperation between the EU East StratCom Task Force and the Ukrainian Foreign Ministry in such areas as crisis communications, proactive strategic communications, delivering truthful fact-based information, developing and implementing joint information campaigns, and exchanging monitoring results.

The meeting participants also discussed the benefits of the Association Agreement, focusing on the eastern and southern regions. The deputy prime minister emphasized the importance of large-scale information work in the context of the reintegration of temporarily occupied territories. According to him, Ukraine hopes the EU will continue and expand its targeted information campaigns in Ukraine.

Kuleba also noted that Ukraine is interested in joining the EU's Rapid Alert System, which is being set up to respond promptly to disinformation campaigns.

"We seek to work together with the EU to strengthen the resilience of both the EU and Ukraine in response to all kinds of threats and to better protect our information and communication networks. We call for the intensification of our cooperation on cybersecurity and the establishment of a regular bilateral dialogue in this area," Kuleba said.
