Verkhovna Rada amends law on rules of procedure

The Verkhovna Rada, Ukraine's parliament, has approved at second reading and as a whole a law introducing amendments to the parliament's rules of procedure regarding the planning and systematic legislative activities of the Verkhovna Rada of Ukraine.

A total of 244 MPs voted for such a decision at a parliament meeting on Thursday, according to an Ukrinform correspondent.

The law supplements the Verkhovna Rada's rules of procedure with Article 19-1 (the plan of legislative work of the Verkhovna Rada). It stipulates that the parliament, at the request of the speaker of the Verkhovna Rada, will annually approve a plan of legislative work taking into account the proposals of parliamentary committees summarized by the apparatus of the Verkhovna Rada.

The plan of legislative work of the Verkhovna Rada will include a list of issues that need legislative regulation, tentative terms and those responsible for drafting a bill, information on the priority of the submission and consideration of bills. It should be taken into account when formulating and amending the parliament's session agenda.

The parliamentary committees are expected to submit a written report on the implementation of the plan of legislative work at least once a year.

The law also provides for the deletion of paragraph 1 of Part 14 of Article 73 of the rules of procedure, which stipulates that the conciliatory council of deputies/groups approves a draft plan of legislative work and recommends it to the Verkhovna Rada for approval.

Article 78 of the rules of procedure will be supplemented by paragraph 20-1, which provides that the speaker of the Verkhovna Rada submits a parliamentary motion for the formation of consultative, advisory and other subsidiary bodies within the budget of the Verkhovna Rada.
